On 15th of June there was a “Localization of pharmaceutical manufacturers” conference in Moscow. Representatives of pharmaceutical companies, members of ARPM have discussed the development of local manufacturers, particularity of government procurement in Healthcare and the lack of various tools in the industry.
Alexey Alekhin, a Head of Pharmaceutical and Medical Indusrties Development Department of Minpromtorg, announced the growth trend of Russian medicines at the market. “In 2013 the share of Russian medicines was 18% in a segment of government procurement, today it is 31%. We have a main indicator which shows the progression of government program – the share of Russian medicines in a list of Vital and Essential Drugs. Currently this share is 81.5%, next year we are going to achieve 90%. During last 10 years about 35 new plants have been built. Only in 2016 16 new manufacturers were opened: separate plants and new workshops. This dynamic will be kept”, — the speaker mentioned.
Regarding the question of SPIC, Alexey Alekhin announced, that Minpromtorg is not the only part. The Ministry of Health, the Federal Antimonopoly Service, the Ministry of Finance, the Ministry of Economic Development and regional governments take part in projects. “Minpromtorg is preparing documents actively, and first SPICs will be signed during next two months.” – the speaker concluded.
In addition, the participants have discussed the issue re import of pharmaceutical substances, which were noticed by Viktor Dmitriev, a CEO of ARPM, at the pharmaceutical forum of EAEU and CIS countries. If a company purchases a substance abroad, and registers here in Russia like a Finished Medicinal Product, what is in a frame of law, so this substance is prohibited to import as the Customs do not see it in a list of Active Pharmaceutical Ingredients (APIs), and as a result can not pass it. Ivan Glushkov, a Deputy General Director of STADA CIS, has noticed that currently there is a dialogue between the Department of Trade Restrictions, Currency and Export Control of the Federal Customs Service and the Ministry of Health. “Till the end of the year the issue will be solved”, — the speaker mentioned.
