Patients should have affordable and quality medicines

COVID-19 has exacerbated many health issues that require a range of amendments and additions to current health legislation. How the coronavirus pandemic affected the provision of medicines to Russians, we will consider together with industry experts, legislators and regulators in a hybrid format within the framework of the Partnership “Medicines of Russia — for an interdisciplinary dialogue”. The speakers of the forum in Kaliningrad will meet at a round table, and all participants will be able to register right now and join the discussion online from anywhere in the world. We start on September 25 at 10 o’clock Moscow time.



Traditionally, the discussion is centered on the problem of purchasing drugs for beneficiaries. During the pandemic, many patients with chronic diseases faced difficulties in obtaining subsidized drugs, with a lack of information on how to obtain the necessary drugs during self-isolation. For some nosologies and regions, this process was adjusted, including due to help of volunteers, for others, patients went through all the circles of hell.



According to the chairman of the State Duma Committee on Health Protection, a deputy of the United Russia faction, Dmitry Morozov, specific patients should receive a specific drug. In the proposal for the bill on palliative medicine, this year an additional decision was made to allocate 10 billion rubles for pain relievers, separate funds were allocated for the purchase of drugs for patients with cardiovascular pathologies and cerebrovascular accidents.



In accordance with order of President Vladimir Putin, a federal register of citizens entitled to receive free medicines has been launched in Russia. It should increase the transparency of the system for providing subsidized medicines and reduce the burden on the budget of Russian Federation. According to the Government of the Russian Federation, in 2020, 177 billion rubles were allocated for drug provision of Russians. Of these, 51 billion rubles will be spent on the purchase of medicines for beneficiaries.



The expert community will pay special attention to the modernization of the drug supply system for citizens and the prospects for the implementation of pilot projects. In addition, experts will discuss issues of pricing, improving legislation in the field of drug circulation, increasing the efficiency of state procurement, developing the domestic pharmaceutical market, identifying and suppressing cartels and other anticompetitive agreements in the supply of medicines and medical devices. Administrative and arbitration practice will be considered. The project of Pharma 2030 strategy  will not be ignored either.
